VISION

The centerpiece of the SNUG program is developed and implemented to assist the county of Albany in becoming a beacon of light guiding the way to the empowerment of our youth through education, training, and the employment of a population and generation of young citizens who have been marginalized by society and characterized as incorrigible. SNUG's defining premise is to spearhead the development of responsible young leaders within our community, city, state and nation.

It ALL STARTED WHEN...

Dr. Gary Slutkin is an epidemiologist and a physician, who for ten years helped battle infectious diseases in Africa. Founded in 1995 Cease Fire, which is now known as The Cure Violence Model, is based on the belief that violence mimics an infection, like tuberculosis and AIDS, and so we must treat violence the way we would treat an illness; by stopping the infection at its source.


Violence Is...

  • Violence is a public health issue that can be prevented by changing behavioral norms.
  • Violence is learned from role models.
  • Violence is caused by social forces. (e.g. lack of opportunity, poverty, racism).
  • Violence is a cultural norm in sub-groups with higher rates of homicide.
  • Violence is a series of events and/or interactions between co-disputants that can escalate into homicide.
  • Violence can be stopped!

Cure Violence approach

  • Detection/interpretation of planned violent activity.
  • Behavioral change of high-risk individuals
  • Last but most important, changing community norms. 

Politically Involved

Doctor Slutkin presented the model at the White House Conference on Gang Violence Prevention & Crime Control. President Obama has included Chicago Cease Fire in his urban policy agenda and has identified it as a model for ending the "dangerous cycle of youth violence."

A recent report by the US Department of Justice (Evaluation of Cease Fire-Chicago, Professor Wes Skogan, Lead Investigator, 2008) validates the Cease Fire model as evidence-based intervention that reduces shootings and killings and makes communities safer. The report found the program as "effective" with "significant" and "moderate to large impact" and with effects that are "immediate." 

Cure Violence IS...

SNUG is a violence intervention program which utilizes a public health approach to reduce shootings and killings in the communities disproportionately affected. It is an evidenced based practice patterned on the highly effective Chicago Cure Violence Model.



Cure Violence has five main components

  1. Street Level Outreach
  2. Public Education
  3. Community Mobilization
  4. Faith leader involvement
  5. Law Enforcement


Cure Violence uses outreach workers or violence interrupters to mitigate conflict on the street before it turns violent. These interrupters are often times former gang members who use their street credibility to show community members better ways of communicating with each other and how to resolve conflicts peacefully.

Cure Violence IS NOT...

Cure Violence is not a law enforcement agency or a criminal justice program. We do not gather or share information with law enforcement agencies. SNUG has no interest in prosecution or the outcome of any case or incident with respect to the criminal justice system. Our only interest is mediation of conflicts and a peaceful community.
Law enforcement plays a crucial role in curtailing violence, but its primary function is to intervene at the point when the incident is already in progress. Often the damage is already done. We need to prevent the violence before it occurs!
